Today we came together to share the status of Pennsylvania’s infrastructure.  And I’d like to focus on the investment strategy that leverages proven technologies such as Subsurface Utility Engineering (SUE) that will help ensure wise investments toward the construction of infrastructure.

A $10 Million Project can escalate to $15 Million

I can liken bidding a construction project to that of playing pin the tail on the donkey.  You want the excavator to pin the tail dead center on the donkey’s bottom, all the while he is blindfolded and cannot see.
